[Analytics Hub] Use store time zone and week day start configuration #8277

Summary
The Date range generation of the Analytics Hub is currently using the local device time zone and weekday start configuration from the ISO 8601 Calendar, the international calendar that considers the week start on Mondays.
This can cause problems because a time zone difference will create a difference in the stats presented in the Hub from Woo Core and even the app My Store view stats.
The weekday start configuration can create a difference when selecting the Week to Date range, where the week configuration will be different from the Woo Core one. This is most notable in calendar week start differences between the Gregorian, Hebrew and ISO 8601 calendars.
