• chore: Fix npm publish failures (#4150) (@alanbsmith)
  Release and canary CI now recover from partial npm publishes caused by Sigstore transparency-log 409s during trusted publishing. A new complete-unpublished workflow dispatch option can finish missing packages without bumping versions.
