Summary

  • Allow creating a GitHub issue when the user asks and none exists, before phase 1.
  • Phase 5: after approval to enter the phase, present findings and apply clear/default optimizations in the same turn; defer contested changes.
  • Scaffold/TDD: prefer behavioral assertions over brittle third-party transform character guesses (process.md + Testing in rules.md).

Closes #61

Test plan

  • Read updated project/process.md and project/rules.md for clarity
  • No runtime/code changes — docs-only
