Windows binaries.

First release. I chose 0.8 because I felt code was fairly mature and program has been reliable in it's current state. Source code for libtexprintf/utftex provided in tar.gz file to satisfy GPL license.

utftex_gui.exe is the Windows binary to run. You'll need all of the files inside the zip file to succesfully run this program. I have not provided an installer.
