Initial release of Forecast Center for Windows 11.

Includes current conditions, hourly and 10-day forecasts, NOAA current and future radar, NWS alerts, air quality, UV, tide predictions, saved locations, automatic location, and tray support.

Clean-install startup includes independent first-run guidance, a collapsed navigation menu, radar startup diagnostics, and automatic installation of Microsoft's Evergreen WebView2 Runtime when it is missing. Setup does not require a restart when the runtime is immediately available.

This x64 per-user installer is not code-signed, so Windows SmartScreen may show a warning.
