About On Record
On Record is a prototype public communication layer for consented, de-identified requests. It explores whether someone without a reliable device, email address, home, username, or password can return to a request while the public sees only safe, limited information about whether a response was recorded.
- A research prototype with composite records and browser-checkable integrity demonstrations.
- A possible future bridge for document recovery, mutual aid, transportation, hygiene, and provider follow-up.
- A project that puts agency, privacy, correction, and withdrawal before visibility or metrics.
It is not an HMIS, coordinated-entry replacement, shelter-placement service, live bed dashboard, case management system, emergency service, medical record, legal service, or proof that a claim is true.
The map’s records are synthetic. “Verified” means the displayed bytes match a signature and key; it does not mean a person, provider, amount, outcome, or location has been independently confirmed. A public view must never be used to locate a person or infer where someone sleeps.
Design for people with the least reliable access first. Minimize data. Explain model involvement. Give people a way to read back, correct, withdraw, and recover. Prefer supported responses over punishment. Stop features that increase surveillance, stigma, exposure, or administrative burden.
