Installers for VocalCode 0.4.19, published here so they have permanent URLs.

The site at vocalcode.app always serves the newest build and replaces the
previous one; package managers and anything else that pins a version needs a URL that does not move.
That is what these assets are for.
Windows VocalCodeSetup-0.4.19.exe — Authenticode-signed, per-user install, no admin required
macOS VocalCode-0.4.19.dmg — notarized, macOS 11 or later
