⚠️ 升级注意：下游密钥的「站点 / 凭证」范围改为允许列表

从 v1.8.3 起，下游密钥（Downstream Key）编辑器中的站点与凭证两个维度，
与「模型」「群组路由」统一为允许列表语义：

• 留空 = 不限制（放行所有）；非空 = 仅允许所选。
• 新增站点或上游凭证默认不再自动对已签发的密钥生效，需要回到密钥里手动勾选。

旧数据（排除列表）会在首次启动时自动换算一次（全部候选 − 排除项），换算完成后旧列被清空。
因此回滚到 v1.8.2 及更早版本时，旧版本读到的排除列表为空，会把受限密钥当作不受限。
如需回滚，请先用「备份」导出密钥配置，回滚后从备份还原。

Upgrade note (EN): downstream-key site/credential scope is now an allow-list
(empty = unrestricted; new sites/credentials no longer apply to existing keys
automatically). Legacy exclusions are converted once at startup and the legacy
columns are then cleared — rolling back to ≤ v1.8.2 reads them as unrestricted,
so export a backup before rolling back.
