Fixed some bugs, updated ui layout and more

- Added blue color palette
- Fixed ContribCard didn't appear to be in the layout
- Added windows and linux github workflow build with release system
- Fixed reload was asking twice
- Added qss owner to README of resources
- Added Q_DECL_EXPORT and Q_DECL_IMPORT for shared libraries
- Month and date names will use QLocale to get month names and week day names with set language
- Updated RepositoryCard random commit count checkbox to promoted widget
- It will show random range with tooltip and show information about how to set maximum random count
- If right clicked to checkbox, it will input integer value to set random max between 1-1000
- Added README.md, USAGE.md and BUILD.md for instructions
- Created workflow for GitHub release and build deploy
- Updated submodule faker-cxx
