fix(release): zip pureframe dir directly on windows

bash expands dist/pureframe/* into multiple positional args before
powershell sees it, breaking Compress-Archive. Zip the directory
itself, matching the tar -C dist pureframe shape on unix.

bump to 0.1.0b9 to refire release.
