Skills Manager 现在提供面向 Agent 的完整 CLI：无需操作桌面界面，即可管理共享技能库、各 Agent 的真实部署、preset、标签和 Agent 可用状态。

Claude Code、Codex 等 Agent 可以直接管理 Skills Manager —— CLI 可列出和筛选技能、查看部署状态、批量部署或取消部署技能、启用或禁用 Agent，并创建、编辑、删除、查看、部署或取消部署 preset。标签操作补齐 set、rename 和带保护的 delete。
Preset 部署改为可叠加 —— 多个 preset 可以同时部署。创建 preset 或修改成员只负责整理技能库，绝不会隐式改动 Agent 文件；不指定 Agent 的 presets undeploy 会按真实 target 记录在所有位置关闭该 preset，包括已禁用、未安装或已取消注册的自定义 Agent。
自动化接口更安全、更适合机器读取 —— --json 返回稳定错误码，批量破坏性操作支持 --dry-run，preset 成员修改保持原子性；部署命令会核对数据库记录和文件系统状态后才报告成功。批量任务部分失败时，已经成功的组合仍会被准确记录。
每次发布都附带独立 CLI —— Release assets 新增 macOS arm64/x64、Windows x64、Linux x64 的 skills-manager-cli。macOS CLI 与桌面应用一样经过 Developer ID 签名、公证和 Gatekeeper 校验。

Preset CRUD 与成员管理、标签修改、Agent 开关都抽出为 Tauri 命令和 CLI 共用的内部实现。桌面应用保留现有 active preset 切换行为，CLI 的组织类命令则不附带部署副作用。
取消部署时按真实 skill_targets 记录选择和验证目标，因此 Agent 被禁用或移除后，残留部署仍可发现并清理。审计只写入已经验证且确实发生变化的组合；部分失败返回前也会保存其中的成功项。
Release workflow 会为四个平台 target 构建 Rust CLI，以不会冲突的平台文件名上传，签名并公证 macOS 可执行文件，并在缺少任何 CLI 或 updater 产物时拒绝发布 draft。release:prepare 现在会同步 Cargo package、lockfile 与应用版本。
内置 manage-skills skill 和中英文 README 补齐 CLI 安装方式、状态模型、安全工作流，以及「禁用整个 Agent」「取消部署单个 skill」「取消部署 preset」三者的区别。

Skills Manager now ships an agent-ready CLI that can manage the shared library, real per-agent deployments, presets, tags, and Agent availability without driving the desktop UI.

Claude Code, Codex, and other agents can manage Skills Manager directly — The CLI can list and filter skills, inspect deployment status, deploy or undeploy one or several skills, enable or disable Agents, and create, edit, delete, inspect, deploy, or undeploy presets. Tag operations now include set, rename, and guarded deletion.
Preset deployment is additive — Several presets can be deployed at the same time. Creating a preset or changing its members only organizes the library; it never changes Agent files implicitly. presets undeploy without an Agent removes the preset everywhere it actually has target records, including disabled, uninstalled, or no-longer-registered custom Agents.
Automation has safer, machine-readable behavior — --json returns stable error codes, bulk destructive operations support --dry-run, preset membership updates are atomic, and deployment commands verify the resulting database rows and filesystem state before reporting success. Successful pairs in a partially failed batch are still recorded accurately.
Standalone CLI downloads join every release — Release assets now include skills-manager-cli binaries for macOS arm64/x64, Windows x64, and Linux x64. The macOS binaries are Developer ID signed, notarized, and Gatekeeper-checked like the desktop app.

Preset CRUD and membership, tag mutation, and Agent toggles now expose shared internal implementations used by both Tauri commands and the CLI. The desktop app keeps its existing active-preset transitions while CLI organization commands remain side-effect-free.
Deployment selection and verification use actual skill_targets rows when removing files, so stale deployments remain discoverable after an Agent is disabled or removed. Audits are emitted only for verified pairs that really changed, including successful pairs before a partial-failure response.
The release workflow builds the Rust CLI for all four target triples, gives every asset a collision-free platform name, signs and notarizes macOS executables, and refuses to publish a draft missing any CLI or updater artifact. release:prepare now keeps Cargo package and lockfile versions aligned with the app version.
The bundled manage-skills skill and both READMEs document the CLI installation paths, state model, safe workflows, and the difference between disabling an Agent, undeploying a skill, and undeploying a preset.
