Plugin development: new-plugin templates, live reload, logs, types and examples

• Settings → Desktop plugins → Develop plugins: "New plugin" writes a plugin from a
  template (panel, command, agent tool) and "Load a plugin under development" loads one
  straight from its folder, ahead of installed plugins.
• Saving a file in that folder restarts the plugin process and reloads its open panels in
  place; a manifest change also rediscovers plugins. A broken manifest is shown with the
  exact schema problem until it is fixed.
• Per-plugin logs: process stdout/stderr, tool context.log, panel console messages, load
  failures and reloads.
• resources/plugin-sdk: pi-desktop.d.ts for the process and panel APIs, the manifest JSON
  Schema generated from the validator, jsconfig and templates; plain JavaScript with
  checkJs, no build step.
• examples/plugins: todo-finder (panel, command and agent tool sharing a scanner through
  onPanelInvoke) and sepia-theme.
• Manifest errors now name the failing fields; manifests may carry $schema.
• Tests: SDK schema/types/templates/examples type-check, watcher and log buffer units, and
  E2E for create → show → edit → reload, broken manifests, and loading the example.
