Some other tests in TransitPropertyTests.cs were noted to fail intermittently, though not frequently. This will be investigated later |

If none of the expected directories can be found for the exemplar test, or if they contain no sample files that can be used for the test, then the test is now skipped instead of failed.
Changes also include the removal of an unnecessary null-forgiving operator in
NullKeyDictionaryadded in the last PR, for sanity.
