• Synchronized the published Codex global-instruction example with the current safe
  reconciliation rules for non-idempotent task creation.

Install / update

• Full-plugin users can update in place. Selective installations should update
  x9-browser-session; no skill-name or configuration migration is required.

Compatibility

• Browser routing outside Avito is unchanged. Avito work now runs serially and returns
  DEGRADED instead of switching controllers when throttling or access controls persist.
• Existing global-instruction examples remain opt-in references; the new Codex task
  reconciliation rules do not modify personal runtime configuration automatically.
