Bump the package version (configure.ac, htsglobal.h), VERSION_INFO to 3:3:0 (compatible additions only, soname stays .so.3), add the 3.49-11 history.txt block and the 3.49.11-1 Debian changelog entry. Cut 3.49.11: version bump in configure.ac and htsglobal.h, VERSION_INFO 3:2:0 to 3:3:0 (the installed headers only gained enum values, macros and an inline helper since 3.49.10, so the soname stays .so.3), a 3.49-11 history.txt block, and the 3.49.11-1 debian/changelog entry (the packaging side is the #466 lintian cleanup). Standards-Version 4.7.4 is still current against policy 4.7.4.1.
Validated with a fresh bootstrap and out-of-tree build: make check passes (68 pass, 7 skip) and the binary reports 3.49-11.
