Adds a CodeQL workflow (audit item P3-3): C analysis with the security-extended query suite on master pushes, PRs, and a weekly cron, so updated queries re-scan master without waiting for a push. The build step runs the real autotools build in manual mode, so CodeQL traces exactly what ships. Findings show up under Security > Code scanning.
