This is a patch release aimed at addressing recent performance issues caused by excessive bot crawling.

Removed pagination and sorting from public CSV exports
Hardened CSV exports against costly crawler/bot requests
Added request throttling with rack-attack
Added Cloudflare-aware client IP handling for rate limiting
Improved handling of pagination overflow by returning 404
Improved performance of recursive site reference loading
