CI: register only the Lazarus packages fptg uses

setup-lazarus's include-packages registers every .lpk in the OPM archives
(Android, fpGUI variants) and lazbuild fails on them. tools/ci_packages.py
downloads Synapse, QRCodeGenLib, BGRABitmap and BGRAControls from OPM and
links only the four packages the projects need.
