fix: compact layout survives filter-changed after updateTimelineData

• When allWorkers is refreshed after _processSpans, the subsequent _handleFilterChanged 'no filter active' path now re-applies compact packing instead of leaving spans in baseline layout
• Fixes regression from v0.2.39 where new service spans appearing would undo compact mode
