Do I need to enroll to the Apple Developer Program?

Hello,
I agreed to the license agreement that was shown when visiting the Xcode download link. However, I see the following message:

Does this mean I need to enroll to the Apple Developer Program (and thus pay $99 per year)?
Or do I need to agree to something else?

I just used Archive.org https://archive.org/download/xcode-26.0.1

Xcode should be available for everyone. Try to login to “Account” on dev website first.
At least App Store version should work.
