• Add just release-check as the mandatory pre-tag maintainer gate: run lint and the full checks
  with real Controller retirement integration required. Missing, skipped, duplicated or failed
  Controller results fail preparation; ordinary and hosted checks retain standalone SKIP behavior.
• Restore built-in GitHub authentication for the pinned setup-just metadata request in quality
  and release jobs. Keep Gitea's cross-host download unauthenticated and retain existing permissions,
  action pins and build-tool versions.
• Ship the Snapshot Runner 2.5.1 pairing manifest with the unchanged CLI and Skill payload contracts.
