  • Report the exact Controller retirement receipt identifier in --summary after verified
    completion, including idempotent replay and legacy already-absent recovery. Stop computing a
    second identifier from the plan and expected OID.
  • Validate receipt plan, operation, branch and expected commit identities before claiming
    completion. Preflight and incomplete operations no longer report a fabricated receipt.
  • Retain the current CLI contract and the public authorization/completion protocol.
