feat(extract-ftb-claims): add new command (v0.6.0)

Reads FTB Utilities / FTB Chunks claim data from a server world
directory and emits a unified JSON document with teams, members,
claims, and the on-disk dim folder for each claimed dimension.
Designed to feed map-overlay tooling.

Auto-detects four FTB on-disk format families (override via
--format):

  - snbt          1.16+ FTB Chunks/Teams (plain SNBT)
  - per-team-nbt  1.7.10 GTNH ServerUtilities + 1.12.2 FTBU 5.x
  - universe-dat  1.10.2 FTB Utilities 3.x (packed universe.dat)
  - latmod-json   1.7.10 upstream FTBU (LatMod/ClaimedChunks.json)

Includes a custom SNBT parser mirroring FTB Library's reference
Java implementation (fastsnbt rejects the FTB whitespace dialect
and digit-prefixed UUID keys). Pre-1.13 dim ids resolve through
a probe-with-fallback that handles WorldProvider.getSaveFolder
overrides (Galacticraft DIM_MOTHERSHIP<N>, Dimensional Doors
PERSONAL_DIM_<N>, Mystcraft DIM_MYST<N>, etc.).

Validated end-to-end against 16 real server snapshots from the
ACGN server-archive corpus, covering all four format families.
