chore(build): improve version header handling and add project docs

• Change npm lifecycle hook from version to postversion for clearer semantics
• Update add-header.js to always replace header with current package.json version
• Add logging to add-header.js to indicate when header is updated vs already current
• Optimize add-header.js to only write file when content actually changes
• Add commit-msg.md with git commit message generation guidelines
• Add CONTRIBUTING.md with contribution guide for CSS functions

add-header.js:

• Remove version check logic that prevented updates after version bumps
• Always remove existing header and prepend new one with current version
• Add console logging for header update status
• Compare content before writing to avoid unnecessary file modifications

package.json:

• Change version script to postversion script
• Replace concurrent build commands with single build:all command
