Random-walk false-positive rate implies ~5 spurious rows per day at 1 % #86

At the legacy rules 1 % of 500-bar noise series carried a live signal, i.e. about five spurious rows a day across 502 symbols. Under the tuned profile the sweeps show 0 confirmed / 4 + 3 watchlist rows on 400 series; keep the sweep bound at 5 % and re-check after any rule change.
