fix: support Japanese (multibyte) input in workflow_dispatch inputs

- Move enteringInputs handling before list enter handling so Enter key
  reaches the input processing code
- Use msg.Runes instead of msg.String() to avoid bracket-wrapping from
  Bubble Tea's paste mode (IME input)
- Use utf8.DecodeLastRuneInString for correct backspace on multibyte chars
