底栏额度挂件的显示优化：更紧凑、语言无关的读法，中英文界面通用。

变更

• 底栏挂件改为紧凑格式：🟢 5h 22% · W 13% · M 13% · ↻ 2h13m
  • W = 每周额度，M = 每月额度，↻ = 重置倒计时
  • 鼠标悬停仍显示完整文字说明，中英文随界面语言自动切换
• 5 小时滚动窗口的状态色点逻辑不变：<60% 绿 / 60–85% 橙 / ≥85% 红
• 仓库整理：Release 附件不再进入版本库（.gitignore 补充 *.zip 规则）
