Update general config and session context for accuracy

  • cfg_general: add Template Library, Business Profile, Design System to CAPABILITIES
  • cfg_general: update START OF SESSION to reflect fonts, business profile, template categories, design system status now loaded by bricks_get_session_context
  • context tool: generalise business_profile_note (remove template-placeholder framing)
