Fix template library CSV path; remove from user-facing docs

  • class-tool-template-library: fix CSV path to assets/design-systems/Bricks Builder Templates .csv
  • README: remove Template Library feature row and reference in First Steps
  • cfg_general: remove Template Library from CAPABILITIES and session context description
  • Template library remains active as an internal AI tool — not exposed in user docs
