ci: install guarded Jules R&D scheduler

Installs the guarded Jules dispatcher on the default branch so scheduled and manual wake-ups actually run.

• targets only codex/shadow-cockpit-rnd
• finite, monotonic R0 → R4 queue with same-repository policy provenance
• one non-retried Jules session after paginated source/session preflight
• plan approval required by default
• no auto-merge; every implementation PR remains a human-reviewed merge
• inert until JULES_RND_LOOP_ENABLED=true

After merge, protect the R&D branch, enable only the loop variable, and inspect the plan-approved R0 canary before merging anything.
