Semantic directory refactor (breaking path changes).
Highlights:
- Replaced numeric folders with semantic directories: index/, sources/, analysis/, data/, insights/, publish/.
- Archived process artifacts under 99-archive/ (handoffs, internal runbooks).
- Portal updated to point to the new canonical paths; link-check updated.
