This release hardens the direct brainstack_recall tool surface so tool calls follow the same current-assignment authority rules as the automatic memory packet.

• brainstack_recall now returns a model_use_contract.
• final_packet now appears before diagnostic selected_evidence in recall tool output.
• Compact evidence cards now expose current_assignment_authority.
• Runtime scheduler/pulse cards are marked supporting in model-facing recall output.
• Recall tool schema now directs models to use final_packet.preview as the primary answer source.
