Second release

Lower resource usage. It was already very low, now it's lower.
In addition the "Efficiency Mode" is used, meaning it has a low priority.
The binary is now 64 bit. Keep the first release for vintage Windows computers.

First release (for legacy 32 bit Windows)

When launched the program runs in the background and turns mouse acceleration on or off when appropriate.
Recommended to put the executable in the startup folder.

It's 32 bit, and tested on Windows 7 and 8.1.
