Something like a corresponding YESOD_DATABASE_URL environment variable in the scaffolded site to override it would be helpful too.

Would this require drastic reworking of Persistent, or would it be less painful than that?

Like the referenced issue #901 , this might be a way to construct the PostgresConf? I wouldn't mind seeing a PR trying to add this functionality.
