• Kept the pre-publish crates.io existence check from creating an untracked
  response file that caused cargo publish to reject the release checkout.
• Added the required identifying User-Agent to crates.io API and download
  requests in the Trusted Publisher release workflow.
• Kept strict Rust 1.88 Clippy validation while exempting the legacy
  uninlined_format_args style lint from release gating.
