Adds the `publicity` MCP tool + `lds-publicity` crate for classifying
per-platform publicity (github / crates), with 8 canonical values
including the new NOT_GIT variant introduced this cycle. Sibling
hygiene fixes drop an internal cross-repo reference from lds-outline
docstrings and reformat lds-publicity to satisfy `cargo fmt` and
`#![warn(missing_docs)]`.

Backward compatible with 0.9.0 — no existing tool signature or public
API changed; `publicity` is additive, `GhModule` gains new methods
without altering existing ones. Consumers of `release_list` must switch
to `--json` field parsing (previously docstring promised JSON but tool
emitted tab-separated text). `Publicity` enum grows an eighth variant
(NOT_GIT) which is additive on the JSON wire.

Publish-checker baseline: C-1 (34) + Phase 6 (27) findings are all
LDS's own public API surface (git_worktree_add tool description
references .worktrees, config examples reference ~/.config/lds/, etc.)
— identical to v0.9.0 shipped baseline, no new leak delta introduced
this cycle. Accepted per Human judgment.
