Staff Mode

/staffmode stores the staff member's full inventory in persistent player data, enables configured staff abilities, and supplies an optional tool hotbar.
Default tools:
- Compass: teleport to a random online player
- Chest: inspect a player's inventory
- Blaze rod: freeze or unfreeze a player
- Barrier: exit staff mode and restore the saved inventory
The original inventory survives reconnects and server restarts. Disabling staff mode restores previous flight, god mode, inventory, and supported vanish state.
