Summary:
As part of the fedRamp qualification, adding support for RapidFort curted STIG images.
Some key changes include -

  - Using the default python (3.13) that comes with the image instead of python3.11
  - Skipping yum upgrades for packages to ensure we run with the RF recommended package versions
  - Installing hostname for all images

Test Plan: Tested by manually creating a dockerImage and then creating a universe with it
