Clawcycle Havoc v0.1.3

v0.1.3 pace/control update: enlarges the in-run PAUSE target, adds an EXIT button beside pause to return to menu, shortens the start countdown, adds distance-based speed ramping through each district, and keeps menu instructions readable over the art.
