Ships the AGPL-3.0 removal on its own, ahead of the breaking changes queued
for 3.0.0.

3.0.0 is to be the first BUSL release, which gates it on counsel review with
no date attached. The turf change does not need to wait: it is not breaking -
@turf/turf was never re-exported, so nothing a consumer can import changes -
and it is the one item in the queue that helps consumers rather than us.
Every published version from 1.0.0 through 2.0.0 carries marchingsquares
(AGPL-3.0) in its production tree, and it is the first thing a
software-composition scan raises.

Cut from master rather than develop, and carries only the turf commit.
develop's breaking renames - OffenseOperationsPlanning, AltitudeUnit.Meters
and five exported identifiers - are deliberately absent.

Two things brought forward from develop as part of this:

- CHANGELOG.md, which had not reached master. Scoped to what 2.1.0 actually
  contains rather than develop's queued work, which would have described
  changes not in this tarball.
- The README's changelog link. Its graphics count stays at 228: the 214/228
  wording depends on the tracker's Graphic Key column, which is not on this
  branch, so reporting it here would state a number this release cannot
  generate.

Verified on this branch rather than assumed from develop: SBOM 32 components,
31 MIT and 1 Unlicense, no copyleft and nothing unreported; npm audit
--omit=dev zero; typecheck clean; 1821 tests across 39 suites; all three
entry points build with the four isolation assertions and six smoke-loads;
tarball is 2.1.0 and includes CHANGELOG.md.
