0.33.0 — Read-only work stops queueing behind itself

0.31.0 raised the concurrency ceiling to 8 and left the default at 1, arguing
that a lane is unmerged work somebody has to review and a fleet is a decision an
operator makes. That holds for execute and fix. It does not hold for
consult and review: agent_runtime never prepares a worktree for a
read-only role -- its own comment says "Read-only, and never creating one" -- so
there is no branch, nothing to merge and no git contention. And those two are
most of what a host dispatches.

The operator's report from the other side of that decision: six jobs over forty
minutes, one of them run, five still queued when they cancelled them. Measured
here: four read-only jobs at concurrency 4 finish in 15 s of wall clock against
13.7 / 30.8 / 95.0 s serialised.

Breaking: GROK_DELEGATE_CONCURRENCY now defaults to half the machine's
cores, at most four and at least one, rather than to 1. A two-core laptop still
gets one worker; a big box gets four. Each job is a CLI process of its own, so
the ceiling of 8 remains a ceiling rather than a recommendation, and
GROK_DELEGATE_CONCURRENCY=1 restores the strictly serial behaviour exactly.
