Pull-request lifecycle notifications

New reusable workflow pr.yml posts tonk-branded embeds when a PR is opened, reopened, merged, or closed — the firehose Discord's first-party GitHub app owns, now under the tonk name and icon.

Highlights

  • Distinct colors per action (opened green, reopened blue, merged purple, closed grey); draft PRs skip on open/reopen.
  • New notify.pull-request-activity config key to toggle the stream.
  • Config read from the base ref, not the PR head.
  • Fork-safe (empty webhook skips) and CR/LF-injection-guarded PR titles.
