enableCrossAddressis a free variable for the prover so that it can be restricted in a softfork. - Orchard coinbase are pointless, so we should require Orchard bundles be empty after NU6.3.
- Daira: ZIP overview: Deployment ZIP (258) is a catch-all. Wallet consideration ZIP separately Circuit update ZIP (?). Circuit ZIP (2006). Transaction ZIP (format & sighash, 2??)

¹: There is not currently a policy in the ZIPs process for ZIP Editor Meetings to require a quorum, nor what constitutes one, but historically we have considered wide participation among ZIP editors to be necessary. This should be codified.
