Closing and reopening pinned tab internally pins a new tab instead

What happened?

Steps to reproduce:

1. Pin a tab
2. Click the button once to unload the tab, and a second time to close the tab
3. Press Ctrl+Shift+T to restore the tab; tab appears pinned
4. Open a new window

Observation:

A blank "New Tab" page appears at the top of the pinned tab list in the new window, as the re-pinned tab is synced unsuccessfully.
Using "Replace Pinned URL with Current" in the original window fixes this consistently.

Expected behaviour:

The tab is re-pinned to its original position, and this state is updated internally such that new windows inherit it too.

Reproducible?

• I have checked that this issue cannot be reproduced on Mozilla Firefox.

This issue is still relevant as of version 1.10.3b. I've also noticed that the unloaded pinned tabs turn into blank 'New Tab' after reopening.

When a pinned tab that is unloaded, closed and then reopened with Ctrl + Shift + T, it loses its original content and turn into a blank new tab when unloaded again.

Steps to Reproduce:

1. Unload a pinned tab.
2. Close the pinned tab.
3. Reopen the pinned tab using Ctrl + Shift + T.
4. Unload the reopened pinned tab again.

Expected Behavior:

• The tab should remain pinned with its previous content after reopening and unloading.

Actual Behavior:

• The tab initially appears pinned but turns into a blank 'New Tab' upon unloading.
