* Add release_deploy_conditions hook.

This allows us to control the conditions that dictate
whether a newly created release will be deployed immediately.

* use all instead of reduce

* add Stalemate plugin info into plugin.md

* Remove Stalemate link from plugins.md since it no longer exists
