Seek-bar thumbnails

• Hovering the seek bar on a local file now shows a still-frame preview of that moment, with the timestamp underneath — the same idea as MPC-HC.
• The preview is a fixed 320px wide and takes the source's aspect ratio (scope films go short, 4:3 goes tall). It follows the pointer, hides when you leave or drag, and does not appear for IPTV, live streams or URL sources.
• Clicking the bar lands on the frame you just saw.
• Floating and docked controls place the preview independently so it doesn't cover the bar.
• Turn it off under Settings → Interface → Controls if you don't want it. Default is on.
