#146 Refresh stat priorities and sync tooling

This updates the generated WoWLogsStatsPrio dataset to the latest Archon values and bumps the addon version to 1.1.13. It also adds the Tampermonkey-based Archon sync script and usage notes so the priority data can be regenerated manually without disrupting the add-on workflow.
