Refactor SonoffPresenceSenorClusterHandler and add report configuration for SNZB-04P

Refactor SonoffPresenceSenorClusterHandler to better represent devices using this cluster and add report configuration for the tamper attribute in the SNZB-04P.

Partly fixes : zigpy/zha-device-handlers#3308
