Rules carry usage and verification history: touch/evolve_touch increments usageCount; every successful verify/evolve/tool-verify increments verifiedCount. Health score rewards repeatedly-verified + repeatedly-used rules, so the library remembers what works and fades what doesn't. CLI 11/11 + plugin 5/5 + packed runtime smoke.
