dsh-rule-evolve v0.8.0 — local recall

New recall command: zero-dependency BM25-lite retrieval over the rule library (Layer-2-style retrieval without an embedding model). Verified + frequently used rules rank higher; works offline. Demo: 'windows bash' -> #1856 rule first. 12/12 tests.
